If you have paid for a TV licence for your brick-and-mortar home, then your static caravan will be covered by the same licence, unless you will be using the TV at your static caravan and by someone else watching TV at your home whilst you are away at the same time. In the case of the latter, a separate TV licence will be needed.
Also, if your static caravan is your main residence, then your will also need a TV licence for the static caravan.
TV Licensing provides a declaration form to be completed and returned in which owners can confirm non-simultaneous use of their TV licence between a home address and a static caravan.
